SINLOC IN THE EUROPEAN PROGRAM TO DESIGN AND FINANCE ZERO-CONSUMPTION BUILDINGS

Sinloc is a key player in the European CERtuS project, set up to design and finance essentially zero-consumption public buildings in Italy, Spain, Greece and Portugal.

Now in its final phase, CERtuS (“Cost Efficient Options and Financing Mechanisms for nearly Zero Renovation of existing Buildings Stock”) was funded by Intelligent Energy Europe (IEE) program. CERtuS has involved public entities, research bodies, energy service providers, engineering companies and financial institutions, with the aim of identifying technical, procedural, contractual and financial strategies and solutions to improve public buildings energy efficiency with an objective of nearly Zero Energy Buildings (nZEB).

The project was developed under an international partnership involving ENEA (leader), the Municipality of Messina, Sinloc, three Local Authorities (Municipality of Errenteria, Municipality of Coimbra, and Municipality of Alimos), a bank, and a research centre.

Sinloc’s involvement made it possible to define a methodology of projects financial and risk assessment and to identify potential funding instruments for energy efficiency improvement measures.

In fact, 12 demo projects have been defined for nZEB advanced renovation in the four municipalities involved: Messina (Italy), Alimos (Greece), Coimbra (Portugal), Errenteria (Spain). Project evaluation methodologies, implementation solutions, funding and management have been developed by using energy service contracts developed specifically on the basis of municipalities needs and financing models.

Some recommendations and suggestions to manage the main technical and financial obstacles were provided.

The communication and reporting of CERtuS project’s results will encourage discussion among relevant stakeholders and a greater diffusion of nZEB measures throughout Europe.
