DIGITAL DUP, FROM PROGRAMMING TO IMPACT MEASUREMENT:
THE CASE OF THE MUNICIPALITY OF TERNI

DIGITIZATION OF PROCESSES, SIMPLIFICATION OF PROGRAMMING AND IMPACT MONITORING PHASES AT THE CORE OF THE DIGITAL DUP: THE CASE STUDY OF THE MUNICIPALITY OF TERNI

Throughout 2024, Open Impact, an innovative SME of the Sinloc Group and research spin-off of the University of Milan-Bicocca, worked together with the Communication and Planning Office to measure, enhance, and manage the impact of the Municipality of Terni in the development of the Digital DUP.
The Digital DUP was designed to facilitate and speed up the work of Italian municipalities that need to create their unique programming document and wish to link strategic and operational objectives to impact indicators.
The Municipality of Terni, which has long chosen to pursue the digitization of its administrative programming processes, contributed to the development and optimization of the Digital DUP by providing its concrete experience in strategic and operational planning. This led to the development of software capable of assisting public administrations in the strategic and operational management of projects (timeline, expenses, outputs, and impacts) in real time, integrating the entire strategic planning cycle with operational objectives, and linking operational objectives to impact measurement and evaluation.
In addition to a general simplification in program management, the Digital DUP has increased the Municipality of Terni’s capacity to monitor the public value it generates. This was made possible by a dedicated dataset updated in real-time and customized data visualizations. It accelerated and digitized data sharing and workflow by utilizing diversified access points and a dedicated notification system for councilors, managers, and officials. Furthermore, it reduced calculation errors, information asymmetries, and data dispersion through centralized data control.

raIn July 2024, the Terni City Council approved the Report for the 2024 Strategic Control exercise. The press release explicitly mentioned the use of the Digital DUP, “a fully digitized process thanks to software that links planning to control,” which ensured “a tangible contribution in terms of transparency,” “compliance with work timelines,” and “a more precise framework that facilitates data collection and the use of indicators, leaving less room for discretion in self-assessments by managers or the administration’s perception of whether or not its planning inputs are being implemented.”
