The initiative, which aims to support access to the market for capital by SMEs and Midcaps, represents the first initiative involving basket bonds carried out in Piedmont and provides for a commitment of 7.5 million of euros

 

Presented in Turin at the event “Capital for Innovation and Growth – The New Basket Bond Piedmont Model and the FI4INN Project,” the new Basket Bond Piedmont, promoted by the Piedmont Region and Finpiemonte S.p.A. aims to strengthen access to the capital market by local businesses.

The model involves the structuring of a territorial basket bond for a total amount of up to 75 million euros through the issuance of minibonds by local businesses.

The qualifying element of the operation is the presence of solid and coordinated institutional investors:

  • Mediocredito Centrale will underwrite 50 percent of each issue;
  • Finpiemonte will invest €7.5 million in the remaining 50 percent through a closed-end securities fund promoted by Sinloc Investimenti SGR.

The basket bond will also be eligible for the Portfolio Guarantee from the Special Section of the Central Guarantee Fund, strengthening the transaction’s risk profile and improving its attractiveness to institutional investors.

To support businesses, the Piedmont Region will also make available a non-repayable grant to partially cover the costs of issuing and placing the bonds: a pragmatic intervention that reduces one of the main barriers to accessing the capital market for SMEs.

The role of Sinloc Investimenti SGR: strategic vision, structure and management

Within the Piedmont model, Sinloc Investimenti SGR is responsible for structuring, together with ADB Corporate Advisory Srl, and managing the basket bond and closed-end securities fund through which the investment on the issues will be made.

It also coordinates the issue selection and evaluation process, ensuring consistency between financial sustainability, soundness of business plans, and land development goals.

The combined involvement of the fund managed by the SGR, Mediocredito Centrale and the guarantee of the Central Guarantee Fund further strengthens the solidity and effectiveness of the instrument, creating the conditions for greater openness of enterprises to the capital market.

During the event, Antonio Rigon, Managing Director of Sinloc Group and Sinloc Investimenti SGR, highlighted how the SGR’s participation represents “another important step in the implementation of the strategy of Sinloc Group and our SGR, supporting local growth and territorial realities,” expressing the hope that “this innovative model can later be replicated in other regions.”

A replicable model arising from territorial collaboration

The Piedmont Basket Bond model combines public-institutional co-investment, national guarantee instruments and ongoing professional oversight in risk management, improving the bankability of enterprises and creating a stable, long-term bridge between institutional savings and SMEs’ growth needs.

With this transaction, Sinloc Investimenti SGR consolidates its positioning as a specialized operator in structured finance for local development, making a concrete contribution to the construction of capital market access models for Italian SMEs.
