  • ANTONIO RIGON
    CEO & Managing Director

    Antonio_Rigon_bb

    In over 30 years as finance professional, he has gained extensive competence and experience in business management, in evaluating and structuring investments, in asset management and in financial markets. He is an expert in risk and uncertainty analysis in the world of financial and industrial investments. He coordinated or supervised major infrastructure investments, strategic planning mandates for banks and insurance companies, M&A initiatives and corporate restructuring operations.

    He is currently an independent director of the University of Padua.

    Before assuming the role of CEO with Sinloc, he gained many years of experience as partner and senior manager with Prometeia SpA (1987-2005). From 1996 to 2005, he was Head of the Financial Intermediaries Division and, in recent years, a partner, board member and member of the Executive Committee (2000-2005).

    Apart from Prometeia SpA, he experienced the role of director in various financial services companies, such as asset management (Independent Director of BCC Risparmio & Previdenza SgRpa from 2002 to 2011), private equity (Director of Gradiente SgR since 2009 to 2010), and public investment vehicles (Deputy Chairman from 2009 to 2012 of Veneto Sviluppo and from 2006 to 2008 with Ervet). He was also director of special purpose vehicles owned by Sinloc, like ISOM SpA and Portocittà SpA.

    From 2001 to 2009, he was shareholder in Prometeia SpA and since 2001 he has been a shareholder in ASTAO-Adriano Olivetti Institute of Ancona.

    He experienced lecturing in financial economic field at the University of Padua, the University of Modena and Reggio Emilia, Bologna Business School, CUOA Foundation and ISTAO. He published numerous articles in banking and finance and collaborated in books publication. In the same financial economic field, he speaks at conferences in Italy and abroad. For over 15 years, he has been responsible, and sometimes designer, of the main banking and insurance sector Prometeia Reports.

    After graduating with honors in Economics from the University of Modena, the Bank of Italy conferred on him Bonaldo Stringher Scholarship in 1986. Thanks to this, he obtained a Master in Economics at the London School of Economics and Political Sciences, in 1987. He subsequently attended advanced training courses at prestigious foreign universities such as INSEAD and Stanford.

  • ANDREA MARTINEZ
    Deputy Managing Director

    Andrea_Martinez

    He has acquired expertise in evaluation, structuring and management of infrastructure investments and urban transformation initiatives in public private partnership and project financing contexts. In addition to this, he benefits from managerial and origination competences gained over 25 years of professional experience.

    Since 2016, he has been Sinloc SpA Deputy General Manager, after having been in charge of the Advisory and Investment Business Units since 2009.

    Between 2006 and 2008 he was General Manager of Espada SAU, a Spanish investment company focused on urban regeneration and real estate projects with more than 60 million€ assets.

    From 2002 to 2006, he was Prometeia SpA Senior Manager, initially covering managerial role in Business Planning and Marketing Banking Business Unit offer development. Subsequently he was Head of the Business Unit itself, as well as member of the Management Committee in Financial Intermediaries Area, of the Commercial Committee and of the Production Committee.

    In 2000, he became founding member of InterValueNet SpA – a private equity, business incubation, and advisory investee by major credit institutions and industrial operators. There he was partner for Corporate/ SME Practice.

    Between 1993 and 2000, he worked in manufacturing and real estate sector management consulting, first as free-lance consultant, from 1996 as Project Manager for System21. He subsequently worked for Cast Consulting mainly with foreign clients.

    Since 1988, after a period of training, he conducted managerial activity in Administrative Financial Direction and Business Development of Yara Group, a holding company active in maritime works, offshore infrastructure, and real estate international market.

    He is directory board member of several companies in Sinloc’s portfolio, like Labo Gest Srl (since 2013), ISOM SpA (since 2013) and he was director of Sister Srl (2010-2014). Since 2014, he has been a member of the Management Committee for the Green Building Council Italia. Before Sinloc, he served as a director for Main Contracting and EPC companies.

    He gives lectures on the subject of infrastructure investments at conferences, seminars, and courses in Italy and abroad.

    He graduated in management engineering at Oxford Brookes University (BSc Hons Building First Class Honors), and previously received National Diploma in Business and Finance from the Oxford College of Further Education (Distinction).

  • GIAN LUIGI FIORINI
    CFO & Portfolio Manager

    Gian Luigi Fiorini

    He gained his management skills through asset management, M&A, company restructuring, and risk management experiences acquired throughout his professional career of over 15 years in multinational companies in manufacturing, luxury, services, and teleco Infrastructure.

    He is currently Head of Administration, Planning and Control, Finance and Asset Management (CFO) at Sinloc, where he deals with administration, planning and control and monitoring of Sinloc’s portfolio companies.

    He developed an important and articulated experience with Siemens Group. From 2008 to 2012, he was Head of Finance and Control for various business units and Head of Business Development for Nokia Siemens Networks SpA Southern Europe region.

    Previously he was Siemens IT Solution Group Performance and Control Manager (2007-2008) and Siemens Enterprise Communication Planning and Control Manager (2006-2007). He performed as team leader in a project for costs optimization (2005-2006). He was Headquarter Controller with Siemens Mobile Communications Microwave Division (2003-2004), Responsible for Controlling in Siemens Real Estate (2002-2003), and Siemens SpA Controller for portfolio’s companies (1999-2002).

    During a restructuring process in 2004-2005, he was responsible of Controlling for Art’è FMR (company listed on Milan stock exchange).

    He is Board of Directors member of several companies owned by Sinloc, as Euganea Sanità S.p.A (PPP in Heath Sector).

    He graduated in Economics and Commerce from the University of Bologna.

  • ENZO PIETROPAOLI
    Head of Investment Team

    ENZO PIETROPAOLI

    He is skilled in direct investments evaluation, structuring and execution, in investment portfolios monitoring and management, M&A, business valuation, and business planning.

    He has over 15 years of professional experience and he is currently Head of Sinloc’s Investment Team, aimed at executing direct investments in Italian infrastructure assets/companies.

    From 2015 to March 2017, he was Head of the SME Development Fund managed by Friulia Veneto Sviluppo SGR SpA. There he actively participated in both fund rising phase (50 million euros collected) and investment phase. This latter phase focused on acquiring minority positions in SMEs located in Veneto and Friuli regions.

    In 2008, he joined regional holding company Veneto Sviluppo SpA. In the beginning, he was Head of the Private Equity Analysis Office, while from 2011 to February 2015 he become responsible for the entire holding area. With this role, he managed investment phase and the following management and promotion phase of a risk capital fund. The fund accounted for 35-million€ and was dedicated to Venetian SMEs. Similarly, he managed a dedicated estate (20 million€) and a direct portfolio of Veneto Sviluppo (about 20 subsidiaries with a value of 30 million€). From 2013 to 2017, he covered directory role in some Veneto Sviluppo investee companies. These investees had been assumed by Risk Capital Fund. From 2014 to 2016, he was director of the Consultative Committee of Finest special autonomous section in Veneto. Even this role was on behalf of Veneto Sviluppo.

    He started his professional career in 2001 at Finest SpA, a financial society that deals with companies’ internationalization in North-Eastern Italy. There, he performed as Investment Banking Office analyst. He followed numerous projects regarding tri-venetian companies’ internationalization into Eastern Europe with a specific focus on the Balkan area. On behalf of Finest, he was technical member with “Fondo Venture Capital Balcani” commission, created by the Ministry of Productive Activities.

    He gave financial lectures at important professional training schools, including CUOA Foundation, Forema Unindustria and CNA-Catania.

    In 2000, he achieved Bachelors of Art with Honors (BA) in International Business, with International Finance specialization at European School of Economics (Nottingham Trent University).

  • MARINA MAZZANTI
    Head of Human Resources Management and Development

    MARINA MAZZANTI

    Since 2013, she has been performing human resource advisory, in particular as regards selection activity, resource development, performance evaluation, incentives planning, training project definition and implementation.

    With Sinloc since 2016, she is Head of Human Resource Management and Development.

    She coordinated and conducted research on territorial growth potentialities, and on enterprise innovation. This concerns, particularly, organizational aspects at Cofimp (now Fondazione Aldini Valeriani), a managerial training society owned by Unindustria Bologna (2009-2012), as well as developing and managing new training products.

    She was Program Manager for the master in Business Administration Profingest (MBA) at Bologna Business School (2006-2009). There, she conducted candidate selection, taking advantage of leading consultancy societies. She constituted the group-class (with both junior and executive profiles). She prioritized selecting students with the aim of developing engaging and diverse classes, developing relationships with societies for placement and consultancy projects. In the latter activity, she took care of project identification and setting with the enterprise, and she followed both realization and presentation to client companies’ management. Moreover, during her experience in MBA, she coordinated personal development and professional orientation, projecting and managing, dealing with competence analyses, potential development and professional careers.

    From 2004 to 2009 she chaired some Asfor commissions, where Asfor stands for Associazione Italiana per la Formazione Manageriale (Italian Association for Managerial Training), for educational processes monitoring and improvement at SDA Bocconi, at Accademia di Comunicazione (Communication Academy) and at ISTUD.

    From 2001 to 2006, she was director of the Business Administration master in Profingest Management School. As master director, she settled and managed all activities that have subsequently characterized her professional profile at Bologna Business School, after the fusion of the two societies.

    She was Banking and Finance Division Head at Profingest Management School (1998-2001).

    She started her professional activity at publishing company Il Mulino, dealing with major economics and finance publications (books and journals), collaborating with leading Italian and foreign authors (1988-1997). Moreover, she took care of drafting and realization of economics publications adaptations to Italian context. She graduated with honors in Economics at the University of Bologna.

  • MARA BERNARDINI
    Emilia-Romagna and Centre-South Area Manager

    MARA BERNARDINI

    She developed her managerial and relational competences in multi-year experiences of direction at complex structures highest levels and in different organizational processes elaborations for societies, sectors and services. As regard human and economic resources management, she enriched these competences with evaluation experience deriving from chair in evaluation centers and simplification processes in more than 30 years of professional activities.

    She is in Emilia Romagna Popular Bank Management Board (since 2014), where she covers even Chairwoman role in Remuneration Committee (since 2016 to present). She is as well in Nomination Committee (since 2014) and she is Chairwoman of Pension Fund Surveillance Committee. Moreover, she is the Chairwoman of AtriKe Spa (since 2013 to present).

    In Sinloc, she is business development head, especially in Emilia-Romagna and south-central Italy area.

    From 1999 to 2010, she was General Director of Modena municipality.

    Previously, she was General Director of Atcm Trasporti Consortium (1995-1999), Administrative Director of Rimini Healthcare Agency (1995). She was healthcare sector Head of Section in Emilia-Romagna Region (1994) and ASL extraordinary Administrator (1993-1994). She was ASL Mountain Community General Secretary (1980-1993).

    She was member of Management Board of Hera Spa (2005-2017), where she was even Component of Remuneration Committee (2014-2017). She was in the Management Board of Heracomm (2014-2017), Acantho (2007-2011), Uniflotte (2007-2009), Hera Trading (2006-2007), Metaservice (2003-2007), Meta Spa (2003-2005), where she was even Member of Internal Control Committee (2003-2005), and of Carpi Formazione (2000-2004). She was Chairwoman of Heracomm (2011-2014) and of Enzo Ferrari Birthplace Foundation (2013-2015).

    She graduated with honors in law at the University of Modena.

  • VITTORINO BOMBONATO
    North-West Area Manager

    He has reached an important professional growth with Intesa San Paolo Group, assuming increasing roles and responsibilities. From 2013 to June 2015, he was North-West Market Corporate Direction and Public Finance Head.

    He was North-West Market Head for BIIS, a bank specialized in Public Finance. In 2005, he was the head of Grid Management Function inside Entities and Public Enterprises Direction of San Paolo Group. In 2006, he added to this role the responsibility for Local Entities and Public Utilities Office with OPI Bank. He was Capital Investment Head with Compagnia San Paolo, managing shares portfolio and defining investment policy in order to administer Foundation’s resources.

    In 1997, he participated in Sanpaolo privatization project, whose consequence was rating on market by OPV and private placement for 45% of the capital.

    In 1992, he was “Sanpaolo Bank Holding” Bank and Holding Companies Office Head, realizing different fusions by incorporation and a few projects in shares portfolio promotion and rationalization. He even cared for privatization projects evaluation of some important national groups (IMI, INA).

    Previously, he took care of institutional transformation project with the passage to societal form for the bank and the following quotation in stock market.

    He had different experiences in societal administration and he took part in investment programs evaluation, M&A and complex financial operations structuring.

    Since July 2015, he is Business Origination Manager with Sinloc Spa North-West area. Moreover, he covers institutional positions for various investees of Sinloc Spa. He is in the Board of Directors of BRA Energia Spa.

    Since July 2015, he is Chairman of SORIS Spa, a tax collection society in Torino municipality. Moreover, since February 2017, he is Chairman of ASPEL Consortium (Local Taxes Public Societies Association).

    He graduated in Business Administration at the University of Torino. He achieved English language diploma at Dublin International School. He participated successfully in Strategic Management Class at CEDEP, Centre Européen d’Education Permanente of Fontainbleu, as well as having joined different after-degree training courses in financial subjects at SDA Bocconi in Milan, ISTUD at Stresa and LUISS Guido Carli in Rome.

  • OSCAR ZECCHIN
    Senior Advisor

    OSCAR ZECCHIN

    He had a prestigious career with Cassa di Risparmio del Veneto, where he covered different positions, like Deputy General Director (2003-2005), Enterprise Market Head (2004-2005), Commercial Director (1998-2002), Headquarter Area Director (1989-1998). He acquired competencies in financial structuring, negotiation and risk evaluation during his more than 30 years professional career.

    He has been with Sinloc since 2006 and, after having contributed to different activity areas development, he became Business Development Head in North-East area. Now, as Senior Advisor, he supports the society in financial structuring projects, enterprises and project companies’ support.

    Moreover, he is Cassa di Previdenza del Personale President, at Cassa di Risparmio di Padova e Rovigo, and member of Confindustria Innovation and Technological Services sector Directory Board.

    He is even in Management Board of some societies where Sinloc owns shares, like Belgest Spa (since 2015) and Abitare Veneto (since 2012). He is Mercato Solare Spa President.

    He is Order of National Merit’s Knight of Italian Republic (decorated in June 2003).

    He was advisor with Lanza Foundation in Padova, Finser Spa, MIP Engineering and component of USI Bankers Technic Commission of Padova Board of Trade.

    He graduated with excellence in Political Science at the University of Padova and he achieved a Master in Banking Management at SDA Bocconi in Milan.

  • CRISTINA BOARETTO
    Head of the Public Administration sector

    CRISTINA BOARETTO

    Skilled in the activation and implementation of financial instruments of community origin, mainly in the fields of energy efficiency and renewable energy, technical assistance to the Public Administration on energy infrastructure projects, strategic planning and evaluation of  Public Private Partnership projects,  economic and financial structuring of investment initiatives.

    She has over 10 years of professional experience and she is currently Head of Public Administration segment, which mainly deals with developing consultancy activities for local authorities to plan and program local development initiatives, to provide technical assistance for programs and projects of local or community interest.

    As an advisor, she coordinated and worked on several projects at national and international level. These projects include: Milan Covenant of Mayors-Elena Milan, Project 3L-Elena Padova and Rovigo, Chieti Towards 2020-Elena Chieti (projects developed with the support of ELENA Fund of the European Investment Bank, EIB), Certus for IEE-Intelligent Energy Europe, financial advisory for the development and reorganization of Acqua & Terme Fiuggi, financial and economic advisory for feasibility of the new hospital in Cosenza.

    As part of the investment activity, she contributed to structuring and monitoring of many Sinloc’s and Sinloc’s subsidiaries’ projects for investment volumes of over 140 million euros.

    From 2006 to 2008, she was a consultant in Greta Associati, where she dealt with evaluation and consulting activities for the European Structural Funds. Lecturer at the professional qualification course “The Project Financing” carried out by the CUOA Foundation, she held several conferences in Italy and in Europe on the topics of renewable energy and financing instruments for energy efficiency.

    She graduated with honors in Local Development Economics at the Ca ‘ Foscari University of Venice.

  • MARTINO PANIGHEL
    Head of Corporate sector

    In over 13 years of experience, he matured skills of business planning, strategic planning, investment analysis, corporate financial analysis, structuring of financing operations, measurement and management of financial risks for companies and financial institutions, financial and management reporting, portfolio management, project management.

    In Sinloc since 2017, he is currently Head of the Corporate sector. Previously he worked in ADVAM Partners SGR as private and corporate consultant manager, ICCREA Banca Impresa as a derivative specialist, Financial Innovations Srl as a consultant specialized in financial risk management.

    He is a Hired Professor of the Finance & Real Options course at the Master’s Degree course in Business Administration of the University of Padua. Previously he was a Hired Professor in Planning and Risk Control at the Master’s Degree course in Economics and Finance at the Ca’ Foscari University of Venice. He lectured in the Masters of 24Ore Business School (IlSole24Ore group), in the CUOA La Mia Impresa course and in the professional training course in Corporate Finance of AIAF.

    He obtained with honors the Master Degree in Bank and Finance at the University of Padua and then obtained the CFA (Chartered Financial Analyst) Certification. He was a member of the board of directors and president of the Advocacy Committee of CFA Society Italy.

  • MARTINA BOVO
    Head of the Foundations and other Third Sector Institutions sector

    MARTINA BOVO

    She has acquired skills in strategic planning and sustainability analysis of local development initiatives, with particular reference to cultural and tourism enhancement initiatives, in real estate, urban planning and territorial analysis.

    He has over 7 years of professional experience with Sinloc and is currently Head of the Foundations and other Third Sector Institutions segment her work mainly deals with strategic planning and business planning on territory projects and mission related investments, evaluation of ex ante and ex post impacts and technical-operational assistance in the context of individual programs or projects.

    She has followed and coordinated advisory projects in various territorial realities, including several feasibility studies on cultural infrastructures, such as studies to support verification and strategic and management planning of the botanical gardens of Padua and Turin, and the project of the Pole St. Augustine of Modena.

    The studies carried out concerned projects of a strategic nature, mostly concerning the methods for managing cultural sites in an integrated manner. Some experiences are the strategy definition for cultural offer and tourism promotion coordination in Padua, establishment assessment of a participation foundation for cultural sites integrated management or enhancement project for villages in Abruzzo. Other experiences have focused on financial feasibility verification of specific investments such as the M9 Museum project in Mestre.

    Other themes she worked on involved university residences, including Santa Marta area in Venice and senior housing projects, such as recovery study of an historic building for self-sufficient elderly people co-housing.

    Previously she worked as scene assistant, for various national and foreign stable theaters, taking care of stands staging design.

    Among recent seminars interventions, she participated in U-RISE Master in Urban Regeneration and Social Innovation at Iuav Venice.

    She graduated with honors in Architecture, in city specialized Architecture class, at the University of Architecture in Venice.

  • CLAUDIO DELL’ORCO
    Head of Financial Institutions sector

    CLAUDIO DELL'ORCO

    He has skills in project finance and Public-Private Partnership (PPP) operations, in particular for what concerns evaluation, economic and financial analysis, business planning and measurement of infrastructure projects and real estate market investment risks. He gained significant experience in innovative financial models development and in this area, he contributed to implementing an internal evaluation system for Sinloc’s investments. An element of distinction is risk evaluation and analysis through Montecarlo simulation.

    He is currently Head of the Financial Institutions segment, which mainly deals with strategic planning for launching financial instruments, investment team operational technical assistance, economic-financial due diligence, non-performing loan assignment transaction structuring and ex ante and ex post impact investment assessment.  His experience gained through scouting initiatives in the Italian territory is significant.

    He has developed Jessica Sardegna and Campania Urban Development Funds investment activities, in which he also oversaw the structuring of two important PPP deployment projects for gas distribution networks. In this context, he organized loans in pools with leading Italian credit institutions as well as direct holdings in project companies.

    He has followed and coordinated advisory projects in various territorial realities, among which we highlight the promotion of the Porto Vecchio area in Trieste, Pescara resulting area, Manifattura Tabacchi in Lucca, Vicenza Futura, etc. various social housing initiatives.

    Previously he worked with Cattolica Assicurazioni Risk Management area, and Sinedi, a consulting firm in strategy and business organization.

    He was operative coordinator and teacher of the high professional qualification course Project Financing, carried out by the CUOA Foundation.

    He graduated with honors in Bank and Finance at the University of Padua.

  • LORETO CIPRIANI
    Senior Consultant

    LORETO CIPRIANI

    He has developed competences in financial economic and procedural analysis, business planning, costs-benefits analysis, equity investments and financial management controlling. These skills relate mainly to transformation and urban requalification projects, due to more than 11 years of experience.

    In Sinloc since 2006, he has coordinated and managed various investment projects, like Scuola di Biotecnologie in Torino and Porto Vecchio area in Trieste. He even dealt with advisory and technical assistance for local entities, like Chieti Towards 2020.

    He currently operates in advisory and fund, management area.

    He was a lecturer at professional high qualification class “Project Financing”, realized by CUOA Foundation and, previously, by Bologna Business School.

    He graduated with honors in Politic Sciences at the University of Rome La Sapienza. He took a specialization in Project Finance Modelling at Amsterdam Institute of Finance and before he completed a master in Financial Intermediation at ISTAO.

  • VERONICA RUSSO
    Area Manager Sud

    VERONICA RUSSO

    She has in economic, financial, procedural and risk analysis expertise. Moreover, she acquired substantial experience in business planning for investment projects, strategic planning, market analysis and fund management, including financial instrument knowledge.

    She has been working for Sinloc since 2011. She is a Senior Consultant with 8 years of experience and significant knowledge regarding fund management and financial instrument structuring. She has experience in economic, financial, procedural analysis for Public-Private Partnership investment projects, mainly in energy efficiency and renewable energy sectors.

    She is involved in management of the JESSICA Funds in Sicily and Campania (scouting structuring valuation and monitoring of the investments). During her experience she was involved as project manager in technical, economics and financial due diligence in energy efficiency sector (public lighting, district heating, public buildings energy efficiency) for international investment funds. She has experience in technical assistance to public administrations (ELENA Funds-EIB) and in advisory for international projects such as the CERtuS project. CERtuS is financed by Intelligent Energy Europe program, devoted to identification and evaluation of financial instruments dedicated to NZEB projects.

    She graduated cum laude in Finance from “Federico II” University of Naples and attended a Master in Advanced Finance, Quantitative Methods and Informatic Applications at “IPE – Istituto per ricerche ed attività educative”.

  • MARTINA SERAFINI
    Senior Consultant

    MARTINA SERAFINI

    She has acquired proficiency in socio-economic analysis, strategic planning and cost-benefit analysis. Within these fields she worked on many projects concerning initiatives of cultural heritage enhancement, touristic promotion and technology transfer.

    She has worked with Sinloc for Foundations and other Third Sector Institutions since 2013. During her professional experience, she evaluated socio-economic impact created for bank stakeholders by the spin-off banks of three major Italian banking foundations. Currently she deals with strategic-management projects in both cultural and technological field.

    Furthermore, she gained experience both on the organizational and on the financial and economic analysis.

    She graduated with honours in Economic and Finance at the Università degli Studi di Padova. She attended the Summer School Cost Benefit analysis for Investment Projects – Principle and Sector Applications organized by CSIL (Centre for Industrial Studies) and Università degli Studi di Milano.

    LUCA ROME’
    Senior Analyst

    He has developed skills in financial, economic and budget analysis, project financing and cost-benefit analysis, mainly in Energy&Utilities and PPP sectors.

    In reached the Equity Investment team of Sinloc in march 2019 with the role of senior analyst. 

    From 2011 to 2018, in Finlombarda, he carried out advisory projects to support regional policies in energy, utilities and infrastructures fields, as well as structured and managed financial instruments financed by EU, EIB and Lombardy Region, such as the Regional Energy Efficiency Fund. He managed EU projects promoted by the Intelligent Energy Europe Programme such as the EnSURE project, aimed to develop strategies and tools to support energy transition and urban refurbishment.

    From 2008 to 2011, in AGICI, he coordinated the Observatory on Utilities and he carried out advisory projects in the energy field.

    He obtained a Bachelor degree in Economics at the University of Pavia, and after two years of experience in a financial audit firm, he obtained a Master’s Degree in Economics and Management of Public Utilities at Bocconi University.

NICOLA SCOMPARIN

He has developed competences in European planning and projects, plans, notices and financing opportunities research. Moreover, he deals with the coordination and consolidation of the network of European partnerships and networking activities.

He has gained many years of experience in defining, planning and managing project activities and community projects reporting.

He collaborates with Sinloc on specific projects by providing specialized skills and contributing to the development of project proposals and the management of projects funded by the European Commission and the European Territorial Cooperation.

He graduated in Political Science at the University of Padua, with a specialization in European Studies. Furthermore, he accomplished a Summer School in Brussels in Institutions and Policies of the European Union.
