  • ANTONIO RIGON
    CEO & Managing Director

    Antonio_Rigon_bb

    Expert in risk and uncertainty analysis in the world of financial and industrial investments with over 30 years of professional experience in business management, in evaluating and structuring investments, in asset management and in financial markets.

    Economist, manager and Prometeia partner from 1987 to 2006. From 1996 to 2005, he was Head of the Financial Intermediaries Division in Prometeia SpA.

    He experienced the role of director in various financial services companies, such as asset management, private equity and public investment vehicles. He was also director of special purpose vehicles owned by Sinloc.

    From 2012 to 2020 he was an independent director of the University of Padua.

    He experienced lecturing in financial economic field at the University of Padua, the University of Modena and Reggio Emilia, Bologna Business School, CUOA Foundation and ISTAO.

    Education: after graduating with honors in Economics from the University of Modena, the Bank of Italy conferred on him Bonaldo Stringher Scholarship in 1986. Thanks to this, he obtained a Master in Economics at the London School of Economics and Political Sciences, in 1987.

  • ANDREA MARTINEZ
    Deputy Managing Director and Head of Advisory Team

    Andrea_Martinez

    Expert in evaluation, structuring and management of infrastructure investments and urban transformation initiatives in public private partnership and project financing contexts. In addition to this, he benefits from managerial and origination competences gained over 27 years of professional experience.

    Since 2016, he has been Sinloc SpA Deputy General Manager, after having been in charge of the Advisory and Investment Business Units since 2009.

    Between 2006 and 2008 he was General Manager of Espada SAU and previously he was Prometeia SpA Senior Manager. In 2000, he became founding member of InterValueNet SpA – a private equity, business incubation, and advisory investee.

    He is directory board member of Labogest Srl. He was director of Sister Srl (2010-2014) and of Progetto Isom (2013-2018). He has been a member of the Management Committee for the Green Building Council Italia. He is coordinator of the European projects NESOI and HESTIA.

    He gives lectures on the subject of infrastructure investments and energy transition financing at conferences, seminars, and courses in Italy and abroad.

    Education: Graduated in management engineering at Oxford Brookes University (BSc Hons Building First Class Honors), and previously received National Diploma in Business and Finance from the Oxford College of Further Education (Distinction).

  • GIAN LUIGI FIORINI
    CFO & Portfolio Manager

    Gian Luigi Fiorini

    Expert in planning and control, M&A, company restructuring, real estate and industrial asset and risk management, with over 20 years of professional experience in multinational companies in manufacturing, services, and teleco Infrastructure.

    He is currently Head of Administration, Planning and Control, Finance and Asset Management (CFO) at Sinloc, where he deals with administration and monitoring of Sinloc’s portfolio companies.

    He developed an important and articulated experience with Siemens Group. From 2008 to 2012, he was Head of Finance and Control for various business units and Head of Business Development for Nokia Siemens Networks SpA Southern Europe region.

    He is Board of Directors member of several companies owned by Sinloc, as Euganea Sanità SpA and Sinloc Transizione Energetica Srl. He is  Chairman of CibuSalus Srl.

    Education: Graduated in Economics and Commerce from the University of Bologna.

  • ENZO PIETROPAOLI
    Head of Investment Team

    ENZO PIETROPAOLI

    Expert in investments evaluation, structuring and execution, in investment portfolios monitoring and management, M&A, business valuation, and business planning, with over 20 years of professional experience.

    In Sinloc since 2017, he is Head of the Investiment Team. From 2015 to March 2017, he was Head of the SME Development Fund managed by Friulia Veneto Sviluppo SGR SpA, from 2008 to 2015 has held roles of increasing responsibility within the regional holding company Veneto Sviluppo SpA. From 2013 to 2017, he covered directory role in some Veneto Sviluppo investee companies. These investees had been assumed by Risk Capital Fund. From 2014 to 2016, he was director of the Consultative Committee of Finest special autonomous section in Veneto. Even this role was on behalf of Veneto Sviluppo. He is President of Mercato Solare SpA and Board of Directors member of Progetto Isom.

    He gave financial lectures at important professional training schools.

    Education: Bachelors of Art with Honors (BA) in International Business, with International Finance specialization at European School of Economics (Nottingham Trent University).

  • MARINA MAZZANTI
    Head of Human Resources Management and Development

    Expert in human resources management, in particular as regards selection activity, performance evaluation, incentives planning, training project definition and implementation.

    With Sinloc since 2016, she is Head of Human Resource Management and Development. She coordinated and conducted research on territorial growth potentialities, and on enterprise innovation. This concerns, particularly, organizational aspects at Cofimp (now Fondazione Aldini Valeriani), a managerial training society owned by Unindustria Bologna (2009-2012), as well as developing and managing new training products.

    From 2001 to 2006 she was Director of the Master in Business Administration, Profingest Management Schoola and from 2006 to 2009 she was Program Manager of Profingest MBA at Bologna Business School, conducting candidate selection, group-class and developing relationships with societies for placement.

    She started her professional activity at publishing company Il Mulino, dealing with major economics and finance publications (books and journals), collaborating with leading Italian and foreign authors.

    Education: Graduated with honors in Economics at the University of Bologna. Fondamenta and Intermedio Coaching at European Coaching School (EEC). Master in Digital HR at Talent Garden.

  • MARA BERNARDINI
    Sales network coordinator and Emilia-Romagna and Adriatic ridge Area Manager

    MARA BERNARDINI

    Expert in economic and human resources management, she enriched these competences with evaluation experience deriving from chair in evaluation centers and simplification processes in more than 30 years of professional activities.

    She collaborates with Sinloc since 2013 and currently she coordinates the company’s Sales Network and she is Emilia-Romagna and Adriatic ridge Area Manager.

    From 1999 to 2010, she was General Director of Modena municipality. Previously, she was General Director of Atcm Trasporti Consortium and Administrative Director of Rimini Healthcare Agency. She was healthcare sector Head of Section in Emilia-Romagna Region.

    She is Chairwoman of SGR Biomethane Srl. She was in Management Board of Emilia Romagna Popular Bank and Hera SpA as well as Chairwoman of Heracomm and of Enzo Ferrari Birthplace Foundation, and member of Management Board of several companies in the renewable and facility management sector.

    Education: Graduated with honors in law at the University of Modena.

  • CRISTINA BOARETTO
    Head of Public Sector

    CRISTINA BOARETTO

    Expert in technical assistance to the Public Administration aimed to planning local development initiatives, evaluating Public Private Partnership projects and structuring investment initiatives. She has over 10 years of professional experience in the start-up, use and implementation of EU financial instruments, mainly in the fields of energy transition and sustainable mobility.

    She is currently Head of Public Sector, previously she worked for Italian and European consulting companies where she dealt with evaluation and consulting activities for the European Structural Funds and territorial cooperation.

    Lecturer at the professional qualification course “The Project Financing” carried out by the CUOA Foundation, she held several conferences in Italy and in Europe on the topics of energy transition and financing instruments for local development.

    Education: Graduated with honors in Local Development Economics at the Ca ‘ Foscari University of Venice. She attended several postgradute courses at Bocconi University, INSEAD and London School of Economics.

  • JESSICA F. SILVANI
    Head of Nonprofit Sector

    Expert in strategic planning of local development initiatives, civil economy and social innovation.

    In almost 20 years of professional experience, she has developed advisory activities addressed to public bodies and philanthropic institutions, structuring projects and assessing their social impact.

    She is specialized in strategic philanthropy; she works daily to strengthen nonprofit organizations and to define intervention models aimed at maximizing the enabling role that the Banking Foundations can play for their territories.

    In Sinloc since 2019, previously she worked as a researcher at Bocconi University, Regional Research Institute of Lombardy and Community Foundation of Varese.

    Education: Graduated with full marks in Economic and Social Disciplines at Bocconi University. Master’s Degree in Tourism Economics and in Philanthropic Studies. PhD in Institutions, Administrations and Regional Policies at University of Pavia.

  • MARTINO PANIGHEL
    Head of Corporate Sector

    Expert, with over 13 years of experience, in business planning, strategic planning, structuring of financing operations, measurement and management of financial risks and project management.

    In Sinloc since 2017, he is currently Head of the Corporate sector. Previously he worked in ADVAM Partners SGR as private and corporate consultant manager. He was a Hired Professor of the Finance & Real Options course at the Master’s Degree course in Business Administration of the University of Padua. Previously he was a Hired Professor in Planning and Risk Control at the Master’s Degree course in Economics and Finance at the Ca’ Foscari University of Venice.

    He was a member of the board of directors and president of the Advocacy Committee of CFA Society Italy.

    Education: Graduated with honors in Bank and Finance at the University of Padua. CFA (Chartered Financial Analyst) Certification. Executive Education INSEAD in Business Strategy & Financial Performance.

  • LORETO CIPRIANI
    Head of Fund Management

    loreto cipriani

    Expert in business planning, evaluation, structuring and monitoring of public-private partnership operation, managing financial instruments and investment funds, project management, with almost 20 years of professional experience.

    In Sinloc since 2006, he is currently Head of Fund Management.  He has developed and coordinated several advisory, technical assistance and investment projects, in various areas and sectors, including:  infrastructures, energy efficiency, urban transformation, social housing and property enhancement.

    He was a lecturer on the highly professional qualification course in Project financing held by the CUOA Foundation and, previously, by the Bologna Business School.

    Education: Graduated with honors degree in Political Science at La Sapienza University in Rome. Master’s in financial intermediation at the ISTAO. He specialized in Project Finance Modeling at the Amsterdam Institute of Finance and in Business Strategy & Financial Performance at INSEAD.

  • CLAUDIO DELL’ORCO
    Head of Knowledge Management

    CLAUDIO DELL'ORCO

    Expert in risk evaluation of infrastructural projects, through Montecarlo simulation, he contributed to implementing an internal evaluation system for Sinloc’s investments.

    In Sinloc from 2010, He is currently Head of the company’s Knowledge Management System, where he coordinates and develops activities aimed at increasing knowledge and methods for updating it.

    Previously, he worked with Cattolica Assicurazioni in the Risk Management area, and Sinedi, a consulting firm in strategy and business organization.

    He was an operations coordinator and teacher of the highly professional qualification course Project Financing, organized by the CUOA Foundation.

    Education: Graduated with honors in Banking and Finance at the University of Padua. He attended several postgradute courses at Bocconi University and at London King Street College.

  • NOEMI GALLO
    Area manager North-West and Senior Expert

    Expert in social housing, urban transformation and feasibility plans with over 25 years of experience in managing complex projects, gained by holding technical and government roles.

    She has been Senior Expert for Sinloc since 2021 and currently she is area manager for the North West.

    She works especially on the development of innovative financial schemes for the public interventions’ implementation, aimed at enhancing the supply of social housing and urban transformation.

    She takes part in the board operation of the Union for the Mediterranean in the Transport and Urban Development division, where she represented the MIMS for two years.

    She was the first woman elected to the Board of Directors of the European Federation of Social Housing, Housing Europe, working with the Multilateral Financial Institutions on investment schemes.

    Education: Graduated in Architecture at the Polytechnic University of Turin. Executive Master in Public Administration Management at SDA Bocconi.

  • GIUSEPPE MISTRETTA
    Area manager Sicily

    Expert in business management and especially in financial and transport analysis.

    He has been working with Sinloc since 2015 as consultant on energy efficiency issues. Since 2022 he is area manager for Sicily.

    He is currently consultant for a British handling company operating in the most important European airports.

    He was Chairman for over 15 years in a local bank with operational duties, and gained experience in the insurance and leasing industry. He has over 20 years of professional experience in transport sector, having held top positions in Sicilian airports and completed extraordinary operations.

    Over the years he was lecturer at Universities and business training schools.

    Education: Graduated with honors in Economics and Commerce. PhD in Business Administration.

  • CHIARA BIASIA
    Senior Consultant

    Competencies in economic and financial analysis and evaluation of sustainability, bankability, risk-return profile of infrastructural investment projects, in particular by means of the Public-Private Partnership tool.

    In Sinloc since 2015, she has supported various players in the presentation of promoter proposals and tenders first of all in the welfare, urban transformation, public lighting and energy efficiency sectors, in project financing operations and the elaboration of medium/long-term economic and financial plans.

    Education: Graduated cum laude in Economic and Enterprise Development at the Ca’ Foscari University of Venice, degree course.

  • MARTINA BOVO
    Senior Consultant

    Architect, expert in planning urban regeneration and local development projects, with attention to sustainability and to the impacts generated. In more than ten years of experience in Sinloc she has developed and coordinated feasibility studies and advisory projects in various territorial situations, regarding new cultural infrastructures, strategies for sustainable tourism, social housing, new welfare models, senior housing and urban regeneration.

    Among the most significant recent experiences, we mention consultancy to the Province of Bolzano for identification of the best new location for the Archaeological Museum of Alto Adige, the multi-user community centre of Argelato, Urban Planning Programmes for the Municipalities of Genoa, Venaria Reale and Vercelli.

    Education: Graduated cum laude in Architecture, specialisation course in City Architecture, at the University School of Architecture in Venice.  Business Strategy and Financial Performance (BSFP) Programme at INSEAD.

  • SOFIA FAGGIAN
    Senior Consultant

    Expert in the management of calls to tender and domestic and foreign funding, she has 10 years of experience in dealing with every project phase: from identification of the procedure and analysis of the technical and financial requirements, to preparation of the necessary documentation (technical-administrative), definition of the budget and coordination of work teams, also of foreign partners, until conclusion of the contract, in case of award.

    Previously, she practiced law, carrying out case-law research and preparing deeds, opinions and legal communications.

    Education: Graduated in Law at the University of Padua. Master in European Planning at the Venice International University.

  • GIACOMO FASIOLO TIOZZO
    Senior Consultant

    Competencies in economic and financial analysis and evaluation of investment infrastructural projects by means of the Public-Private Partnership instrument.

    Within the Private Companies Team, he supports primary national players throughout the development process of PPP’s initiatives, from origination to subsequent financing and monitoring of the operation.

    In Sinloc since 2015, he has supervised more than 70 Public-Private Partnership projects, in particular in the hospital and energy efficiency sectors.

    Education: Graduated cum laude in Economics and Finance at the Ca ‘Foscari University of Venice. Master in Public-Private Partnerships for investments and services at the SDA Bocconi.

  • SERENA FRANCOVIG
    Senior Consultant

    Expert in European funds, planning, management and implementation of projects with complex partnerships. With more than 15 years of experience, she has coordinated technical assistance projects in the field of economic, sustainable and local development in Italy and in many foreign countries.

    In Sinloc since 2022, she deals with the definition and implementation of local development strategies to be financed with PNRR (National Recovery and Resilience Plan) and structural funds.

    She has gained experience in system audit and first level checks in ROP – ERDF, as well as in grant evaluation.

    Education: Graduated cum laude in Geography at the University of Genoa. MSc in Population and Development at London School of Economics. Higher training course in planning for international cooperation at University of Parma.

  • GABRIELE FREGONESE
    Senior Consultant

    Expert in the evaluation, structuring and implementation of Public-Private Partnership procedures, with particular reference to the energy transition sector (buildings, public lighting and sustainable mobility).

    In Sinloc since 2014, he has coordinated many projects targeted at public administrations, supporting the project manager in the structuring of tendering procedures in PPP’s. He supervises some of the European projects in which the company is involved in the energy transition field.

    Previously, he dealt with the analysis and the economic and financial planning of various investment initiatives in the renewable energies and energy efficiency sectors.

    Education: Graduated cum laude in Economics and Finance at the Ca ’Foscari University of Venice.

  • CARLO IENGO
    Senior Analyst

    Competencies of business planning, structuring and management of investment operations in renewable energies sector, mainly through Alternative Investment Funds.

    In Sinloc since 2022, he deals with the analysis and structuring of investment operations in the energy transition sector. In the years spent working in the Energy Team for a leading Italian asset management company, he gained experience both in portfolio asset management and in the evaluation and acquisition of new projects.

    Education: Graduated in Economics and Social Sciences at the Bocconi University. M.A. in Quantitative Economics and Finance at the University of St.Gallen (HSG). CAIA Charterholder.

  • MIRIAM LA RUSSA
    Senior Analyst

    Expert in economic and financial analysis, evaluation, structuring and monitoring of project finance operations, financial management control and business planning, both in infrastructural context and for corporate strategic development plans.

    In Sinloc since 2017, she has coordinated advisory projects for the development of industrial plans, the evaluation of new investments and the monitoring of investments and in Public-Private Partnership’s concessions.

    Currently in the investments team, she deals mainly with the economic and financial structuring of investment initiatives and with the portfolio investments management.

    Previously, she worked as Junior Consultant in the financial services department of KPMG Advisory and as Junior Analyst in Corus Corporate Finance in the field of M&A operations.

    Education: Graduated with top marks in Economics and Finance at the University of Padua. Since 2021 she has been a Certified Expert in Climate Adaptation Finance at the Frankfurt School of Finance & Management.   

  • ALESSANDRO MARMIROLI
    Senior Consultant

    Expert in evaluation of public policies and local development, he worked in a research centre in Venezia, developing analysis about the economic trends of Triveneto, then in the field of public grants following projects of development in the agroindustry and R&D and innovation in industrial and service businesses. During this career he supported start up and small&medium enterprises in their first steps and development, and he participated in european projects.

    In Sinloc since 2022, he joined the no-profit team. Previously he was project manager in Gruppo del Barba Consulting and worked in Ecuador with an NGO.

    Education: graduated with honours in Economics and Public Policies at University of Modena e Reggio Emilia.

  • MARCO MEGGIOLARO
    Senior Consultant

    European grants manager since 2006, he is a specialist in fundraising and management of transnational projects supported by the main funding programmes and in advisory services related to EU policies and EU Multiannual Financial Framework.

    In Sinloc since 2022, he has gained significant experience in the coordination of international partnerships within the LIFE, HORIZON and EU Structural Funds programs on behalf of Public Administrations, important industrial groups and business associations in sectors such as: the circular economy, energy, technology transfer and agro-industrial system.

    Education: graduated in Political Science with a Master in International Trade at the University of Padua.

  • VERONICA RUSSO
    Area Manager Campania and South Regions

    VERONICA RUSSO

    Expert in economic, financial and risk analysis, in business planning and strategic planning of investment initiatives in Public-Private Partnership operations, as well as in fund management and European Community projects.

    In Sinloc since 2011, she has gained experience in the management of financial instruments valid for European or ministerial resources such as: Urban Development Funds in Sicily and Campania, Research and Innovation Fund and StudioSì Fund. She has managed numerous investment and financing operations, in particular in the sectors linked to energy transition, carrying out activities of economic and financial due diligence.

    She is currently Area Manager for Campania.

    Education: Graduated cum laude in Banking and Finance at the Federico II University of Naples. Master in Advanced Finance at the IPE-Institute for education and research of Naples. Course in Real Estate Valuation and Financing at the SDA Bocconi School of Management. Business Strategy and Financial Performance (BSFP) Master Programme at INSEAD.

  • BIANCA BARBIERI
    Consultant

    Expert in public contracts. She provides assistance in structuring public-private partnership operations: construction and operation concession, service concession, project finance, availability contract, financial lease of public works.

    In Sinloc since 2022, she has gained experience in the following sectors: health, energy, digital and sports infrastructure. She has dealt with PNRR initiatives, deepening their feasibility according to PPP model.

    Education: Degree with honors in Law, Luiss Guido Carli; Qualified in the forensic profession; PhD student, European University of Rome; Fellow, Italian Academy of Internet Code.

RUBINA CANESI
Sinloc SpA and University of Padua Researcher

Expert in multi-criteria economic models for the feasibility of real estate developments, operating internationally in the valuation of institutional assets such as Research and Development portfolios.

Prior to joining SINLOC in 2022, she worked as a valuation analyst at Colliers International, Boston MA (USA) and Toronto, ON (Canada). She has worked on over 200 valuation models for commercial real estate portfolios located in North America. In recent years, she has collaborated directly with the Massachusetts Institute of Technology to evaluate its institutional portfolio and analyze the economic feasibility of redevelopment projects in the Boston metropolitan area.

Education: PhD in Management Engineering and Real Estate Economics, University of Padua. Research Assistant, Department of Earth and Environment, Boston University. Assistant Professor, Department of Civil, Environmental and Architectural Engineering (ICEA).

EMANUELE GIUSTI
Professional Collaborator

Expert in strategic planning paths for local development initiatives aimed at enhancing endogenous territorial resources, for almost twenty years of professional activity he supported Public Administrations of different levels in the development of project ideas, in the construction of local and international partnerships and finding the necessary resources for the implementation of planned actions, from regional, national and EU funds.

It has been collaborating with Sinloc since 2022 in the local development projects sector, with the aim of maximizing the interception of sources of EU funding and Structural Funds on the base of the territorial specific needs expressed by the different Countries. Previously he collaborated with the Politechnic of Turin and with CCIAA Rivlig for the planning and implementation of a lot of projects funded by EU Programs under directly managed funds and Territorial Cooperation, developing skills in the field of innovation applied to different areas, in particular tourism, social inclusive, cultural, enhancement of historical heritage and process.

Education: Graduated in Law at the University of Parma. Master in Local Development at the University of Eastern Piedmont (I edition).   

MANAR SHIBLY
Professional Collaborator

Expert in managing development cooperation projects, particularly in the Middle East and North Africa region, and in the implementation of European technical assistance projects. She has solid experience in managing relations with projects’ stakeholders, donors and beneficiaries.

She joined Sinloc in early 2022 to provide consultancy on territorial development projects design, the implementation of ongoing European projects and in the application process for new calls. She acquired experience in managing European projects funded by the EuropeAid directorate of the European Commission. Projects she worked on provided technical assistance to EU delegations.

Education: BA in English Language and Literature from the University of Damascus. Master’s degree in Sustainable Territorial Development (STeDe) from the University of Padua, Université Paris 1 Panthéon-Sorbonne and KU Leuven (Belgium).
